Ministry of Finance of Georgia announces a tender on the sate procurement of goods and invites all interested individuals to participate in it.
Funding source: State budget.
Object of procurement: excise stamps for imported filtered and non-filtered tobacco products.
1. In accordance with the Law on State Procurement, Ministry of Finance of Georgia (address: 16 Gorgasali St., Tbilisi) announces a tender on the sate procurement of 400,000,000 (four hundred million) excise stamps for imported filtered and non-filtered tobacco products. Approximate cost of the object of procurement totals 2,400,000 (four million four hundred thousand) GEL.
2. Tender is open for all resident and non-resident individuals and legal entities.
3. Delivery of excise stamps for imported filtered and non-filtered tobacco products must be carried out during 2010-2011, as requested by the procuring organization. The first delivery: in course of 30 days after request of the procuring organization.
4. Candidates must present a tender proposal and the documents asserting the qualification data drawn up in Georgian (in a sealed envelope), as well as tender settlement fee, from 09:00 am. till 15:00 pm. February 18, 2010 on the address indicated in the item 17.
5. Qualification data must include the following information:
a) A certificate from Tbilisi or Kutaisi court (respectively) asserting that no case of insolvency is under progress;
b) An abstract from entrepreneur’s register;
c) A certificate from the National Agency of Public Registry of Georgia asserting that its liquidation or reorganization isn’t under progress;
d) A certificate from tax-inspectorate asserting that no budgetary indebtedness exists;
e) A certificate from the National Agency of Public Registry of Georgia asserting that his/its property is not sequestrated;
f) A certificate from the National Agency of Public Registry of Georgia asserting that its liquidation or reorganization isn’t under progress.
6. The mechanism providing the fulfillment of the tender proposal (banking guarantee (exceeding the tender proposal timeframe by 30 days), on 1% of tender proposal price) will be utilized in the tender.
7. Tender proposal will be evaluated according to the following criteria:

8. Tender proposals will not qualify if candidates will not present the proposal up to the date indicated in the item 4 and all references and information listed in the item 5 and item 6, and the document asserting tender allowance fee payment indicated in the item 16, or if some of them will turn out to be false and will not meet the qualification requirements, including evaluation criteria listed in the item 7.
9. Tender will name only one winner. The mechanism providing the fulfillment of the contract - banking guarantee on 2% of the total price of the contract will be utilized in the tender.
10. Documents and information indicated in the item 5 and item 6, will not be eligible for further revision.
11. After the settlement of tender fee (indicated in item 15) tender documents (drawn up in Georgian) taking out will be possible from 9:00 am. January 29, 2010, till 18:00 pm. February 17, 2010, on the following address: Ministry of Finance of Georgia, 16 Gorgasali St., Tbilisi 0114, Tender commission staff.
12. The resident and non-resident individuals and legal entities intending to participate in the tender are allowed to look through the tender documents in the procuring organization before they pay the tender fee.
13. Tender proposal will be unsealed at 15:00 pm. February 18, 2010.
14. Alternative tender proposals will not be considered.
15. Tender documents taking out by interested individuals is possible only after the payment of a tender fee 150 GEL on the following account:
Receiver – State treasury overall account – 200122900, state treasury, code - 220101222, treasury code of the budget income - 302006000;
Destination of settlement - tender fee for state procurement of excise stamps for imported filtered and non-filtered tobacco products, Ministry of Finance of Georgia.
The document asserting tender fee settlement must be presented at the tender commission personnel on the address indicated in the item 17.
16. Candidate should pay 50 GEL tender allowance fee for submission of tender proposal on the account indicated on the official webpage of the LEPL State Procurement Agency (www.spa.gov.ge). (the document asserting tender allowance fee settlement should indicate: tender allowance fee, excise stamps for imported filtered and non-filtered tobacco products, Ministry of Finance).

Note: Non-resident individuals/legal entities should present the documents asserting the qualification data issued by rightful bodies of their countries. Along with original copies, notarized Georgian translation must be presented as well.
