Object of procurement: construction and repairing works

Ministry of Finance of Georgia announces an international tender on the sate procurement of construction and repairing works and invites all interested individuals to participate in it.

Funding source: State budget.
Object of procurement: construction and repairing works.

1. In accordance with the Law on State Procurement, Ministry of Finance of Georgia (address: 16 Gorgasali St., 0114 Tbilisi) announces a tender on the sate procurement of construction and repairing works of the Sarpi customs checkpoint of the Batumi regional center (Tax Inspectorate) of the Revenue Service of the Ministry of Finance of Georgia. Approximate price of the object of procurement: 13947920 GEL.
2. Tender is open for all resident and non-resident individuals and legal entities.
3. Service delivery must be completed not later than in course of 490 days after the contract is concluded.
4. Candidates must present a tender proposal and the documents asserting the qualification data drawn up in Georgian (in a sealed envelope), as well as tender fee payment asserting document, from 09:00 am. till 15:00 pm. March 11, 2010 on the address indicated in the item 19.
5. Qualification data must include the following information:
5.1 For the legal entities:
a) A certificate from (respectively) Tbilisi or Kutaisi court asserting that no case of insolvency is under progress;
b) An abstract from entrepreneur’s register and non-commercial legal entities’ registry;
b) A certificate from the National Agency of Public Registry of Georgia asserting that its liquidation or reorganization isn’t under progress.
5.2 For individuals:
A certificate from a rightful medical institution asserting that a physical person is effective;
5.3 As for individuals so for legal entities:
a) A certificate from State Procurements Agency of Georgia asserting the participant candidate is not in the blacklist of state procurement activities;
b) A certificate from tax-inspectorate asserting that no budgetary indebtedness exists;
c) A certificate from the National Agency of Public Registry of Georgia asserting that his/its property is not sequestrated;
d) Two or more recommendation letters prepared by the contract provider on conducted works;
e) A copy of profit declaration - presented to the tax inspectorate - for 2009, or 2010;
f) Information on construction and repairing works implemented in 2007, 2008 or 2009 (must be present the copies of signed contracts), total cost of which should not be less 35 500 000 GEL.
6. The mechanism providing the fulfillment of the tender proposal (banking guarantee (exceeding the tender proposal timeframe by 30 days), on 1% of tender proposal price) will be utilized in the tender.

7. In case, a candidate requests prepayment, the sum must not exceed 25% of the cost of each lot.
8. Tender proposal will be evaluated according to the following criteria:

Tender proposals will not qualify if candidates will not present the proposal up to the date indicated in the item 4 and all references and information listed in the item 5 and 6, as well as tender allowance fee payment asserting document indicated in the item 18, or if some of them will turn out to be false and will not meet the qualification requirements, including evaluation criteria listed in the item 8.
10. In case of their involvement in the procurement, candidates’ sub-contractors must meet all the requirements listed in the item 5 of the given statement (excluding d), e) and f) in the item 5.3).
11. Tender will name only one winner. The mechanism providing the fulfillment of the contract - banking guarantee on 2% of the total price of the contract will be utilized in the tender.
12. Documents and information indicated in the item 5 and item 6, will not be eligible for further revision.
13. After the settlement of tender fee (indicated in item 17) tender documents (drawn up in Georgian) taking out will be possible from 9:00 am. February 19, 2010, till 18:00 pm. March 10, 2010, on the following address: Ministry of Finance of Georgia, 16 Gorgasali St., Tbilisi 0114, 8th floor, rooms 8-9, Tender commission personnel of Ministry of Finance of Georgia.
14. The resident and non-resident individuals and legal entities intending to participate in the tender are allowed to look through the tender documents in the procuring organization before they pay the tender fee.
15. Tender proposal will be unsealed at 15:00 pm. March 11, 2010.
16. Alternative tender proposals will not be considered.
17. Tender documents taking out by interested individuals is possible only after the payment of a tender fee 150 GEL on the following account:
Receiver – State treasury overall account – 200122900, state treasury, code - 220101222, treasury code of the budget income - 302006000;
Destination of settlement - tender fee for state procurement of construction and repairing works of the Sarpi customs checkpoint of the Batumi regional center (Tax Inspectorate) of the Revenue Service of the Ministry of Finance of Georgia.
The document asserting tender fee settlement must be presented at the tender commission personnel on the address indicated in the item 19.

18. Candidate should pay 50 GEL tender allowance fee for submission of tender proposal on the account indicated on the official webpage of the LEPL State Procurement Agency (www.spa.gov.ge). (The document asserting tender allowance fee settlement should indicate: tender allowance fee for state procurement of construction and repairing works of the Sarpi customs checkpoint of the Batumi regional center (Tax Inspectorate) of the Revenue Service of the Ministry of Finance of Georgia.).

Note: Non-resident individuals/legal entities should present the documents asserting the qualification data issued by rightful bodies of their countries. Along with original copies, notarized Georgian translation must be presented as well.
