Ministry of Finance of Georgia announces a tender on the sate procurement of goods and invites all interested individuals to participate in it.
Funding source: State budget.
Object of procurement: Petrol - Premium.
1. In accordance with the Law on State Procurement, Ministry of Finance of Georgia (address: 16 Gorgasali St., Tbilisi) announces a tender on the sate procurement of 818,220 liters of petrol “Premium” (octane number - not less than 95). Approximate cost: 1,562,800.20 GEL.
2. Tender is open for all resident and non-resident individuals and legal entities.
3. Delivery must be carried out by coupons or plastic cards – in stages – as requested by the procuring organization – after the contract is concluded – up till December 31, 2010. The first delivery: no later than in course of 5 days after request of the procuring organization.
4. Candidates must present a tender proposal and the documents asserting the qualification data drawn up in Georgian (in a sealed envelope) from 10:00 am. till 13:00 pm. May 25, 2010 on the address indicated in the item 18.
5. Qualification data must include the following information:
5.1 For the legal entities:
a) A certificate from a tax-inspectorate asserting that its liquidation or reorganization isn’t under progress;
b) A certificate from (respectively) Tbilisi or Kutaisi court asserting that no case of insolvency is under progress;
c) An abstract from entrepreneur’s register (of non-commercial legal entities);
d) A certificate from tax-inspectorate asserting that no budgetary indebtedness exists;
e) A certificate from the National Agency of Public Registry of Georgia asserting that his/its property is not sequestrated.
5.2 For individual proprietors:
a) A certificate from (respectively) Tbilisi or Kutaisi court asserting that no case of insolvency is under progress;
b) An abstract from entrepreneur’s register (of non-commercial legal entities);
c) A certificate from tax-inspectorate asserting that no budgetary indebtedness exists;
d) A certificate from the National Agency of Public Registry of Georgia asserting that his/its property is not sequestrated;
e) A certificate from a rightful medical institution asserting that a physical person is effective.
5.3 For physical persons:
a) A certificate from tax-inspectorate asserting that no budgetary indebtedness exists;
b) A certificate from the National Agency of Public Registry of Georgia asserting that his/its property is not sequestrated.
6. The mechanism providing the fulfillment of the tender proposal (banking guarantee (exceeding the tender proposal timeframe by 30 days), on 1% of tender proposal price) will be utilized in the tender.

8. Tender proposals will not qualify if candidates will not present the proposal up to the date indicated in the item 4 and all references and information listed in the item 5 and 6, as well as tender allowance fee payment asserting document indicated in the item 17, or if some of them will turn out to be false and will not meet the qualification requirements, including evaluation criteria listed in the item 7.
9. The candidates along with a tender proposal should present the documents asserting the qualification data of the sub-contractors (in case of their existence) according to the requirements listed in the item 5.
10. Tender will name one or several winners. The mechanism providing the fulfillment of the contract - banking guarantee on 2% of the total price of the contract will be utilized in the tender.
11. Documents and information indicated in the item 5 and item 6, will not be eligible for further revision.
12. After the settlement of tender fee (indicated in item 16) tender documents (drawn up in Georgian) taking out will be possible from 10:00 am. May 4, 2010, till 19:00 pm. May 24, 2010, on the following address: Ministry of Finance of Georgia, 16 Gorgasali St., 0114 Tbilisi, 8th floor, rooms 8-9, Tender commission staff.
13. The resident and non-resident individuals and legal entities intending to participate in the tender are allowed to look through the tender documents in the procuring organization before they pay the tender fee.
14. Tender proposal will be unsealed at 13:00 pm. May 25, 2010.
15. Alternative tender proposals will not be considered.
16. Tender documents taking out by interested individuals is possible only after the payment of a tender fee 150 GEL on the following account:
Receiver – State treasury overall account – 200122900, state treasury, code - 220101222, treasury code of the budget income - 302006000;
Destination of settlement - tender fee for state procurement of petrol “Premium”, Ministry of Finance of Georgia.
The document asserting tender fee settlement must be presented at the tender commission personnel on the address indicated in the item 18.
17. Candidate should pay 50 GEL tender allowance fee for submission of tender proposal on the following account:

Note1: The documents asserting the qualification data listed in the item 5, must be issued not later than from the publishing date of the present statement.
Note2: Non-resident individuals/legal entities should present the documents asserting the qualification data issued by rightful bodies of their countries. Along with original copies, notarized Georgian translation must be presented as well.
